Minutes of the monthly audit meeting of the Town of Olive Town Board, held Monday March 9, 2020 7 pm at the Town Meeting Hall in Shokan, NY.

Members Present:

Scott Kelder, Board Member

Others Present: Brian Burns, Highway Superintendent; Dianna Carchidi, Assessor; Janice Lanzarotta, Bookkeeper

Supervisor Sofranko called the meeting to order at 7:00 pm.

The Town Board audited the monthly bills.

John Collumb was present to add his concerns about allowing hunting on NYSDEP property that borders Acorn Hill, Cross Road and County Road 3 in Samsonville/Olivebridge. Supervisor Sofranko agreed that there was not much room to allow bow hunting on this section of land. Bow hunters must be 500 feet from a dwelling or structure in order to hunt and he did not believe there was that amount of space. Supervisor Sofranko stated he also had an email from a resident with similar concerns. The Town Board agreed to make a recommendation to NYCDEP to not allow hunting on this property.

Aaron Smith was in attendance to address any concerns the Town Board might have about his Euro Car Show “40’s in a Bag”. He was asking the Town Board to grant him an Event Permit. (#28-20) The Town Board approved the Event Permit with some conditions and advised Mr. Smith due to the coronavirus the event permit could be canceled.

Town Board Members were presented with the Assessor’s report of properties on the market and what has recently sold in February, which was prepared by Dianna Carchidi, Town Assessor. (#29-20) Dianna went over the report and informed the Board that she had completed all basic certification courses, and would be taking the final exam within the next week. She stated that she was concerned about the reservoir negotiations because the State was beginning to trend up again.

The Town Board went over the agenda for the Tuesday night meeting and briefly discussed the following topics;

  • Bushkill Stream and Streambank Rehabilitation Project
  • Boiceville Firehouse
  • NYC Flood Buyout
  • Copleton/VanKleeck Property
  • Police car to be repaired due to hitting a deer.

Superintendent Burns brought to the attention of the Town Board issues he was having with the uniform company, Unifirst. There have been ongoing problems with the uniforms from this new company, they are coming back wet and not right sizes. Some of the uniforms are being returned and some aren’t. It’s been a problem since the beginning and Sierra, the Highway Secretary, has documented everything.

On Sofranko/Kelder motion, the Town Board approved the Highway Superintendent to forward the Uniform contract to Daniel Heppner for review and see if there is a way to get out of it.

On a Sofranko/Boggess motion, the Town Board adjourned into executive session at 7:50 pm to discuss the hiring of a Buildings Facilities Director.
