Minutes of the monthly meeting of the Town of Olive Town Board, held Monday April 12, 2021 7 pm via ZOOM link: http://bit.ly/olivetownboard.

Others Present: Brian Burns, Highway Superintendent; Simon Strauss, CAC; Daniel White, CAC; Cynthia Nitkin and Karine Duteil as Planning Consultant to develop a USE Plan for the two Boiceville Properties

Supervisor Sofranko opened the workshop meeting at 7:12 pm

The Town Board audited the bills in the office throughout the day.

Cynthia Nikitin and Karine Duteil gave a presentation on the Land Use Program for Boiceville Flood Buyout Parcels. They presented a Community Engagement and Design process led by youth and in coordination with Onteora High School. (#24-21)

The Town Board discussed the following topics:

  1. Ashokan Hydro Pumped Storage Project- Supervisor Sofranko stated that the comment period for the FERC permit ended today and there were 1500 comments made and 100 intervenors. NYCDEP and NYSDEC gave strong responses.
  2. Helene Grant has resigned from the Planning Board. Applications are being accepted.
  3. Community Choice Aggregation Law- The Town Board in light of the ongoing Ashokan Hydro Pumped Storage Project discussed tabling the law until next month.
  4. Security Cameras for Davis Park
  5. Esopus Bridge- NYCDEP will begin the early stages of replacing the bridge over the Esopus. They hope to begin construction next year.
  6. Update on Tom Oliveri and Jane Keller- MMI Mark Carabetta will evaluate the work in that section.
  7. Zoning Maps- a discrepancy was found on the zoning maps. The official map approved by resolution back in 1975. Board Member Boggess suggested recertifying the 1975 map.
  8. Zoning Updates- the Zoning Committee sent the subdivision and zoning regulations changes to Ulster County Planning Board for recommendations. The Committee has been working on short term rentals and accessory apartments.
  9. Hamlet Land Acquisition- the Board will have to make a determination soon there is only about 6 weeks left to make any changes.

On a Sofranko/Edinger motion, the Town Board adjourned into executive session at 8:34 pm to discuss a personnel issue.

Board Member Boggess brought up with the Board a concern of Police Commissioner Kurz about passing a local law for a town wide speed limit. A brief discussion ensued.

All pertinent business having been discussed the meeting adjourned on Sofranko/Boggess motion, at approximately 9:20 pm.
