Minutes of the monthly meeting of the Town of Olive Town Board, held Tuesday February 11, 2020 7 pm at the Town Meeting Hall in Shokan, NY.

Deputy Supervisor Drew Boggess called the meeting to order at 7:00 pm.

On a Kelder/Edinger motion, the Town Board approved the January minutes.

On a Boggess/Kelder motion, the Town Board approved Resolution #4 of 2020 Bushkill Stream and Stream Bank Rehabilitation Project Bid Selection Award.

RESOLUTION #4 OF 2020
Bushkill Stream and Stream Bank Rehabilitation Project Bid selection Award
WHEREAS, the Town of Olive applied for and obtained funding for the project titled, “Bushkill Stream & Stream Bank Rehabilitation” through a Community Development Block Grant Recovery (CDBG-DR) obtained through the New York State Governor’s Office of Storm Recovery (GOSR), New York Rising Community Reconstruction Program; and

WHEREAS, the Town of Olive retained Milone & MacBroom, Incorporated, to design said improvements, located within West Shokan, Town of Olive, New York, and prepare a bid package with plans and specifications; and

WHEREAS, independent, third-party reviewers reviewed submitted plans and specifications and in a letter dated 26 November 2019, approved said documents; and

WHEREAS, the project was formally bid in accordance with municipal requirements and publicly advertised on 20 December 2019. A pre-bid meeting was held on 6 January 2020. Bids were required to be submitted on or before 2:00 PM on 24 January 2020; and

WHEREAS, seven (7) bids were received on 24 January 2020 and publicly opened and read aloud with the bids ranging from $874,560.00 to $2,460,400.00; and

WHEREAS, the lowest responsible bidder for general construction is Kingston Equipment Rental, Inc., d.b.a. Baker Brothers Excavating, 78 Stone Road, West Hurley, New York, 12491, in the amount of $874,560.00; and

WHEREAS, the Engineer of Record, Milone & MacBroom, Inc. has tabulated and reviewed all bids submitted, and has issued a Letter of Recommendation to the Town of Olive that Kingston Equipment Rental Inc., d.b.a. Baker Brothers Excavating’s bid was the lowest responsible bid received.

THEREFORE, BE IT RESOLVED that the Town of Olive awards a contract agreement to Kingston Equipment Rental Inc., d.b.a. Baker Brothers Excavating in the amount of $874,560.00, contingent upon GOSR review and authorization to execute said contract agreement.

On a Boggess/Edinger motion, the Town Board waived the park fee for the Olivebridge/Samsonville United Methodist Church for May 31, 2020 at Grant Avery Park and June 28th, 2020 at Davis Park.

Catskill Watershed Corporation (CWC) reviewed the Septic System at the Town Offices and have determined the Town eligible for the Septic Program.

On a Boggess/Read motion, the Town Board accepted the final version of the Boiceville Feasibility Study. Aye: Boggess, Kelder, Edinger, Read Nay: Absent: Sofranko

On a Boggess/Kelder motion, the Board approved the NYS mini bid for a Ford F250 pickup truck from Metro Ford in the amount of $34,175.04.

Committees, Commission, Department Reports:
Parks & recreation Committee-Scott Kelder, Liaison
The Committee has set dates for Day Camp 6/29/2020-8/6/2020. The committee is working on a community day trip to Yankee Stadium for a game, they are still working out the kinks for busing.

Highway Superintendent- Brian Burns
The Highway Department has been cutting ash trees on the following roads: Cold Brook, Bostock Mtn. and Wiedy. They have been dealing with nuisance storms and doing some fabrication on truck bodies in preparation for Spring road projects. Highway Superintendent Burns announced that wood chips are available just give his office a call to get on the list.

Scenic Byway-Drew Boggess, Liaison
The Scenic Byway Committee has not met but they are still working on connecting the Route 28 Byway with the Mountain Clove Byway.

Technology Committee-David Edinger, Chair
The Committee met and the following people have been appointed to the Committee:
Amanda Winne, Dianna Carchidi, Sierra Smith and Jason Huppert. The Committee’s first objective is to update the current IT Policy and from there they will be working on the website. Board Member Edinger has received some free large monitors for use by the Town that the UC Community College was getting rid of.

Zoning Committee- Drew Boggess, Chair
The Zoning Committee was established to review the Zoning Code, not to rewrite it but to update some of the language. The current zoning code is 45 years old and is in some need of modernization.

This committee will not be starting up until April, however; Ronald Wright has volunteered to be the first committee member.

Barry Ruland, LVDV Operations Chief Operator sent the Town Board the Boiceville Sewer District Monthly Operating Report for January 2020. (#27-20)

All pertinent business having been conducted, the Town Board on a Boggess/Read motion, adjourned the meeting at 7:35 pm in memory of Evan Scott Ketchum, Freda Bernstein Langbert, Jim Corcoran, Clarence Elmendorf and Madeline Sheeley.
