Minutes of the monthly meeting of the Town of Olive Town Board, held Monday February 8, 2021 7 pm via ZOOM link.

Members Present: Jim Sofranko, Supervisor

Others Present: Brian Burns, Highway Superintendent; Simon Strauss, CAC; Daniel White, CAC;

Town Supervisor Jim Sofranko called the meeting to order at 7:00 pm.

The Town Board audited the bills in the office throughout the day.

The Board discussed the following topics:

1. David Sorbellini, a member of the Planning Board requested that the 75 hour Real Estate Licensing course he recently took be applied to the training that the Planning Board Members are required to do each year. The Town Board after consulting with planning specialist and much discussion amongst themselves came to the conclusion that not all the Real Estate Course would qualify towards training and made the following motion.

On a Sofranko/Read motion, the Town Board approved 10 hours of the 75 hour course be applied to Mr. Sorbellini’ s training without precedent on any other request. Any further request will be addressed on a case by case basis.

2. Legislation authorizing Deferral of Property Tax Payments Signed into Law- The Town Board discussed the new legislation passed on January 30th, 2021 in which would allow municipalities, for the duration of the COVID-19 state emergency, to either defer property tax payments for a period not to exceed 120 days past the original tax payment due date, or permit as many installment payments as necessary for a period not to exceed 120 days past the original tax payment due date. Dawn Giuditta, Tax Collector, advised the Town Board that she discussed the issue with other tax collector’s in Ulster County and found that none of those that responded felt this was a good idea. Most of the Towns have already received over 87% of their tax warrants. Most collectors felt that if this law was passed in December it would have assisted all tax payers not just those that have not paid yet. The Town of Olive has already received over 87% of its tax warrant as of February 1, 2021. The Town Board decided not to proceed at this time.

3. The Town Board reviewed the agenda for the following night’s meeting:
a. Resolution #2 of 2021- A resolution approving the Ulster County Mutual Aid Plan
b. Resolution #3 of 2021- Adopting the Natural Resource Inventory for the Town of Olive
c. Resolution #4 of 2021- Introducing the Community Choice Aggregation Local Law for the Town of Olive
d. Resolution #5 of 2021- Approve Milone & MacBroom as Engineer for Design of Red Maple and Bostock Road Crossings for AWSMP SMIP Implementation Grant

4. Davis Park- A recent wind storm caused a large pine tree to fall and demolished the play set at Davis Park. The Supervisor has filed an insurance claim so it can be replaced.

5. Supervisor Sofranko brought to the Board’s attention concerning a gentleman residing in a shed on Brodhead Rd. with no electric, heat, running water or bathroom facilities. The gentleman was been told that the shed is not inhabitable structure and served with papers as such. He also has a dog that is unlicensed that the neighbors have been complaining about. There is a trailer on the property
that is also uninhabitable.

6. Board Member Kelder informed the Board the OCS Booster Club would like to request the use of the Town Hall Parking lot to hold a Brooks BBQ fund raiser. On a Sofranko/Boggess motion, the Town Board approved the use of the parking lot with for correct insurance documentation and the following of COVID-19 restrictions.

7. Pool permits- The Recreation Committee proposed a short term rental pool pass for a maximum of 8 people at a cost of $500 for the season.

All pertinent business having been discussed the meeting adjourned on Sofranko/Kelder motion at 8:52 pm.
