Minutes of the monthly meeting of the Town of Olive Town Board, held Tuesday January 12, 2021 7 pm via ZOOM link.

Town Supervisor Jim Sofranko called the meeting to order at 7:01 pm.

On an Edinger/Boggess motion, the Town Board approved the December minutes.

The Town Board discussed the following topics:

1. Natural Resource Inventory- the Conservation Advisory Council has sent the NRI narrative that accompanied maps received in July. Supervisor Sofranko stated it was a lengthy document and opened for discussion with the Board. Supervisor Sofranko commented on some issues in the document that he found and stated he would email his comments to Mr. White. Board Member Boggess had one comment concerning the scenic byway. Supervisor Sofranko suggested the Town Board review the document and tabled its acceptance until February meeting. The document will belong to the Town and can be amended as needed.

2. Association of Towns- the Association of Towns hold their annual conference and inquires if the Town of Olive will send a delegate. No one on the Board was interested at this time in attending the conference.

3. Work Rule Directives- Supervisor Sofranko met with Highway Union concerning the grievance on the language contained in the directive. Supervisor Sofranko printed and posted in all the work areas in town with the new language. He commented that additional masks and hand sanitizer were made available in the vehicles.

4. Olive Fire Department Mutual Aid – the Town Board discussed the request for a mutual aid resolution with Tom Planz, Treasurer of the OFD and Chief Winne.

Town of Olive

Corrections to NYSDOT Local Highway Inventory (LHI) Town of Olive Roads Report

WHEREAS, the New York State Department of Transportation (NYSDOT) filed with the Highway Superintendent a Local Highway Inventory (LHI) report of Town of Olive roads; and

WHEREAS, Town of Olive Highway Superintendent Brian Burns reviewed said report and made on site evaluations of Town roads identifying updates and corrections to this report; and

WHEREAS, a Town Board resolution is required in order to make updates and corrections to this report; and

WHEREAS, most of the report accurately reflected the Town of Olive’s local highway system with the exception of a few roads;

THEREFORE, BE IT RESOLVED, the Town Board of the Town of Olive does hereby approve the following updates and corrections to the NYSDOT Town of Olive Roads Local Highway Inventory (LHI) report which would add a total of 0.18 miles to the Town of Olive NYSDOT Road Inventory resulting in a total of 67.56 centerline miles for the Town of Olive:

Bradkin Road Length of .72—The GIS report indicates a length of .71 from start to end of section when it is, in fact, a total length of .72, (Add .01 miles to report).

Church Street Length of .28—The GIS report indicates a length of .19 from start to end of section and has, in fact, been extended by .09 for a total length of .28, (Add .09 miles to report).

Moon Haw Road Length of 2.13—The GIS report indicates a length of 2.09 from start to end of section when it is, in fact, a total length of 2.13, (Add .04 miles to report).

Secor Road Length of .25—The GIS report indicates a length of 0.21 from start to end of section when it is, in fact, a total length of .25, (Add .04 miles to report).

Committees, Commission, Department Reports:

Cable Franchise Negotiations Committee- Jim Sofranko, Chairman

The Committee has not met, but Supervisor Sofranko spoke with the County concerning the right of way on Samsonville road. Spectrum would like to go underground off of Sheldon Hill toward Hanna Lane. The County is just waiting on a check.

Parks & Recreation Committee-Scott Kelder, Liaison

The Parks and Recreation Committee has not met but would like to meet in February and they will be working on a proposal for the pool.

Highway Superintendent- Brian Burns

Superintendent Burns stated the Highway Department had a busy December with storms, heavy rain run off faired pretty well. The heavy snow was a challenge, however; everyone did a fine job. The Highway has been doing some ditching as part of shared services. Request for proposals were received for the Bostock/Red Maple crossings, these will be reviewed and one selected. Board Member Read complemented the Highway Department on the condition of the town roads after the storm.

Scenic Byway-Drew Boggess, Liaison

Board Member Boggess stated the leadership committee has not met in a while. The website has been updated. The connection of Mountain Clove byway and the Route 28 byway is still in the works.

Conservation Advisory Council-David Edinger, Liaison

The grant Mr. Kovner has been working on should be awarded to one of the applicants shortly. The Natural Resource Inventory has been given to the Town Board. The Community Choice Aggregate local law has been given to the Supervisor. The Council has been talking about amending the Town Law from 5 members of the CAC to 3-9 CAC members. They would like to include a couple of junior members. Simon Strauss stressed the importance of working on a solar code for the Town.

Zoning Committee-Drew Boggess, Chairman

The committee is still waiting on a response from Attorney Dan Heppner on the changes to the Zoning code. The committee will meet on January 21st via ZOOM to discuss short term rentals.

Technology Committee-David Edinger, Chairman

The Committee has not met. Board Member Edinger hopes to have a meeting by the end of the month and the first thing on the agenda will be the website, email and domain name.

Barry Ruland, LVDV Operations Chief Operator sent the Town Board the Boiceville Sewer District Monthly Operating Report for December 2019. (#6-21)

All pertinent business having been conducted, the Town Board on a Sofranko/Boggess motion, adjourned the meeting at 8:20 pm in memory of Harriett Weber and Harvey Every.
