Minutes of the monthly meeting of the Town of Olive Town Board, held Tuesday August 11th 7 pm at Davis Park in West Shokan, NY 12494.

Supervisor Sofranko called the meeting to order at 7:00pm.

On a Kelder/Read motion, the Town Board approved the July minutes.

David Jones Resigns from the Planning Board. On a Sofranko/Boggess motion, the Town Board requested a letter thanking Mr. Jones for his service to the community be sent by Town Clerk.

L Todd Diorio, President Hudson Valley Building and Construction Trades Council asked the town to take a stance on the proposed Danskammer Project located in Orange County.

Approve Payment of Audited Bills: On a Boggess/Read motion, the Town Board approved the payment of the following audited bills:

Request NYS DOT Reduce Speed Limit on Moonhaw Rd

WHEREAS, the Town Board of the Town of Olive at its August 10, 2020 meeting received a request from residents on Moonhaw Road in West Shokan to lower the speed limit on Moonhaw Road; and

THEREFORE, BE IT RESOLVED, the Town Board of the Town of Olive requests the New York State Department of Transportation do a speed limit study on Moonhaw Road, West Shokan, NY.

AND MOVES ITS ADOPTION

Supervisor Sofranko presented the Town Board with Local Law #2 of 2020 Wireless Telecommunication Law. This Law will repeal and replace the existing Wireless Telecommunication law Chapter 146, Article II in the Town Code. The law will be sent to Ulster County Planning Board for review and the Town Board on a Kelder/Read motion set the public hearing for Local Law #2 of 2020 for September 14th at 6:30pm.

On a Sofranko/Kelder motion the Town Board approved the hourly pay rate for three new junior lifeguards:
Paige Matteson- $13.00
Darrah Allison- $13.00
Sandra Gomez – $13.00

On a Sofranko/Kelder motion, the Town Board corrected the hourly pay rate for Rayla Hart for swim lessons from $18.00 to $23.00.

Supervisor Sofranko established the Police Department Task Force as per the Governors
Executive Order. The following residents have been appointed to the task force:
Supervisor Sofranko, Town Board Member Victoria Read, Police Chief Sean Ryan, Sargent
Tom Sharon, Ana Silva, Byron Utley, Daphne Dejesus, Keith McGlynn, and Pastor Karen Squire

On a Sofranko/Read motion, the Town Board accepted Lime Energy’s Proposal for LED light at the Boiceville Waste Water Facility.

Lime Energy’s proposal for Davis Park and the Pool Facility was not accepted.

On a Sofranko/Boggess motion, the Town Board approved Michael Mainieri’s application for lateral installation to connect his property to the Olive Sewer District. (#88-20)

On a Sofranko/Kelder motion, the Town Board adjourned into executive session at 7:22 pm to discuss personnel issues.

Committees, Commission, Department Reports:
Parks & Recreation Committee – the Health Department inspected the pool and it received an awesome report thanks to the excellent work of Gene Sorbellini and his pool staff.

Highway Superintendent-Brian Burns
The Highway has been busy with roadwork. They have been putting shoulders on Acorn Hill Rd and repaved 1.4 miles. They have been doing a lot of ditching in the Shokan Area and the sink hole on Bostock is being addressed. There have been some signs being stolen this year and signage in general needs to be looked at. Cleanup from the last storm was cleaned up quickly. Superintendent Burns is trying to get a start date for the DeSilva and Upper Boiceville culvert project, which looks like September.

Zoning Committee- Drew Boggess, Chair
The committee met last month and will meet again this Thursday. The plan is to tackle some of the easier zoning codes to start with.

The Town Board members were sent reports from Janice Lanzarotta, Bookkeeper Statement of Expenditures, Encumbrances & Appropriations (6/30/20) #92-20 and Dianna Carchidi, Assessor July Sales & Market Report #93-20.

Barry Ruland, LVDV Operations Chief Operator sent the Town Board the Boiceville Sewer District Monthly Operating Report for June & July 2020. (#94 & #95-20)
